LOOKING FOR DEPUTY CHIEF TECHNICAL ADVISER

   For Implementation Consultancy (IC) of Biodiversity and Adaptation to Climate Change project implemented by the Ministry of Environment and Climate Change from 2020 to 2027 under the Government of Mongolia and Federal Republic of Germany’s financial cooperation through the KfW Development Bank. The project aims at strengthening the sustainable and effective management of selected PAs and larger adjacent/ connecting areas (incl. buffer zones and eco-corridors), while also supporting sustainable and alternative livelihoods of local communities.

 ECO Consult Representative Office in Mongolia is currently seeking a Deputy Chief Technical Adviser (DCTA)

 Main Duties and Responsibilities:

  • Assist the CTA in program management, including information exchange and coordination vis-à-vis all Mongolian stakeholders and national, regional and local levels; 
  • Assist in preparing the plan of operation, including annual work schedules in consultion and coordination with the PIU, 
  • Coordinate, guide and lead the IC Team at Khovd (subject to direction by the CTA); contribute to quality assurance of the inputs of all team members (including STEs), 
  • Contribute to the review of the BACCP II/III results matrix (including adjustment of indicators/means of verification and continuous observation of assumptions and risks), contribute to the design and implementation of risk mitigation measures as & when required; 
  • Assist CTA in ensuring effective communication and liaison vis-à-vis the PIU, BCB,  PAAs and Soum/Aimag governments; 
  • Assist PIU with preparation of tender documents; 
  • Contribute to the preparation and update PA management plan and implementation of livelihood support measures (e.g. sustainable NRM, income/employment generating options); 
  • Participate in periodic Biodiversity Conservation Board meetings; 
  • Contribute to/advise on implementation of the mid-term review (MTR); 
  • Observe/validate the stakeholder landscape, facilitate coordination and collaboration vis-à-vis like-minded initiatives (with a view to promoting synergies and identifying co- financing opportunities); 
  • Contribute to final evaluation and closing workshops; 
  • Assist CTA in reporting.

  • Project design, coordination, and reporting;
  • Experience of working with German Financial Cooperation;

Education/Degree

Master’s or higher in ecological science, nature conservation management, natural resource management or other relevant field

Years of Relevant experiences:

At least 8 years

Languages and other work related skills

  • Fluent spoken and written English and Mongolian 
  • Fluent spoken and written German will be an advantage  
  • Good computer skills (Word, Excel, PowerPoint etc.)
