PROJECT ESMF OFFICER FOR “BIODIVERSITY AND ADAPTATION TO CLIMATE CHANGE” PROJECT IN MONGOLIA

The Ministry of Environment and Climate Change is seeking to recruit an Environmental and Social Management Framework officer for “Biodiversity and Adaptation to Climate Change” project in Mongolia. The project is being implemented by the Ministry of Environment and Climate Change from 2020 to 2027 under the Government of Mongolia and Federal Republic of Germany’s financial cooperation financing through the KfW Development Bank. The project aims at strengthening the sustainable and effective management of selected PAs and larger adjacent/ connecting areas (incl. buffer zones and eco-corridors, here referred to as “clusters”), while also supporting sustainable and alternative livelihoods of local communities.

Scope of work:

  • Assume overall responsibility for implementing project activities in accordance with the project implementation schedule of Environmental and Social Management Framework
  •  Carry out its business and operations in compliance with all applicable national environmental, occupational health and safety and social laws and regulations.
  •  Preparation, implementation and operation of the Program in compliance with the World Bank’s environmental and social standards and the World Bank Group’s General and sector-specific EHS Guidelines.
  •  Manage stakeholders’ participation and engagement in the project implementation on Environmental and Social management of PA and the livelihood program,
  •  Ensure that occupational and public health and safety provisions are consistent with national requirements and international good practice standards as well as with WB/IFC General EHS Guidelines and IFC PS 2, and put forward to contractors, subcontractors, and to suppliers, in particular those for major supply items.
  •  Develop and implement a grievance mechanism satisfactory to KfW, which is accessible to the general public and in particular to Program affected persons, and to the workforce engaged in Program implementation.
  •  Facilitate consultative meetings with various stakeholders including the governmental officials, civil society organizations, national and international NGO’s and projects and community representative,
  •  Develop and review social and environmental impact assessment related procedural documents,
  •  Compliance monitoring of projects health and safety management plan implementation,
  •  Collect and analyze ecological baseline data in PAs,
  •  Submit the performance reports in a timely manner,
  •  Participate and support all the activities achievement of key performance indicators of project from the beginning to the end of the process,
  •  Conduct routine monitoring and supportive supervisory visits to project sites,
  •  Hold regular communication and networking with the local partners (PAA),
  •  Translate documents as requested,
  •  Assist in any other related task.

Required qualifications, skills, and expertise:

  • A graduate and postgraduate degree in biology, and environmental-related science.
  •  At least 5 years of relevant experience and at least 3 years of work experience in environmental planning and implementation process, performance management in donor funded project.
  •  Proven understanding and knowledge of the laws and regulations of the  Government of Mongolia as well as other international financial institution’s policies, guidelines and procedures.
  •  Strong oral and written Mongolian and English proficiency.
  •  International and national trainings in related field is preferable,
  •  Excellent computer skills, MS Office (Word, Excel, Publisher…etc)
  •  Willingness to improve skills and knowledge.
  •  Strongly service-focused, friendly personality well organized and highly motivated,
